Matt, you made a KORA request for “the proposals submitted by all 6 construction companies interested in completing the Student-Athlete Success Center and Koch Arena project that was awarded to Hutton Construction”. This was a WSU Foundation process. The Foundation and its records are not subject to KORA.
The process was open and inclusive and, given the nature of the project, Dr. Elizabeth King who is the President of the Foundation, doesn’t mind sharing the proposals after redaction of any proprietary information.
